A funny thing happened to the U.K. election rally — it’s fizzled out.

The election of the Boris Johnson-led Conservative Party has put an end to three years of crippling deliberation over whether Britain would leave the European Union, in what was hoped would be an unfreezing of both consumer and business spending. Business surveys such as the closely followed purchasing managers indexes from IHS Markit have picked up, and consumer surveys have shown a smaller but still noticeable improvement.

As the U.K. officially exits the European Union on Friday night, there’s only one place showing less excitement — financial markets.

The iShares MSCI United Kingdom ETF EWU-0.06%  rallied nearly 4% from the day before the Dec. 12 general election to its peak last month. It has dropped about 4% since.

Even bigger moves, and then flops, have been seen in British banks such as the Royal Bank of Scotland RBS+2.8%  and Lloyds Banking Group LYG+2.36%  .

The British pound GBPUSD+0.1%   shot up as high as $1.3515, but has since settled to a range between $1.29 and $1.32.

Ritu Vohora, equities investment director at M&G Investments, said Johnson’s announcement that the government will not extend its transition period beyond the end of 2020 has capped gains.

“This raises the prospect of a cliff-edge exit for the U.K. leaving the EU without a formal trade deal, and it having to trade on WTO terms,” Vohora said. The pronouncement from U.K. Chancellor Sajid Javid that the U.K. will not be a rule taker further raised concerns over a hard Brexit.

Fahad Hassan, a fund manager at Atlantic House Fund Management, compared the U.K. election impact on markets to what he has seen elsewhere.

“Emerging markets go through these massive cycles around elections all the time,” he said. “The interest rates of the country start falling and that precipitates a pickup in growth rates.”

In the U.K., however, interest rates are already very low — the yield on the benchmark 10-yield gilt was just 0.56% on Thursday.

“This is not going to be like an emerging markets recovery where the pound kind of rallies and then the U.K. economy picks up on the back of that, because you don’t have the other end, which is the rates falling, because rates can’t fall anymore, therefore local assets can’t re-rate,” he said.

Britain’s economy may get a lift from unleashed pent-up demand to hire and spend amid the Brexit uncertainty. But what will matter more is the global growth environment, rather than the first Johnson administration budget to be delivered on March 11, said Hassan.

Joseph Little, global chief strategist at HSBC Global Asset Management, said U.K. assets are very attractive for a dollar- or euro-based investor.

“Sterling has obviously depreciated significantly and remains at low valuation levels in inflation-adjusted terms,” he said. “And the U.K. equity market, particularly the big caps, offer some really attractive valuations, both in their own right but also relative to what’s available in other equity markets around the world.”

M&G’s Vohora also is enticed by valuations in the U.K., noting companies in the MSCI UK trading as a 22% discount to MSCI World. The dividend yield of the FTSE All-Share is over 4%, the highest among the major regions, she said.

“Having conviction on what’s going to happen on the macro side, having conviction on what’s going to happen on the politics side is pretty tricky at this point, but I think the critical observation for investors is at least we’re getting paid to absorb and take on some of that uncertainty in the U.K.,” added HSBC’s Little.

Hassan said he likes U.K.-based engineering and industrial firms such as Melrose UK:MRO-0.83%  and Rolls-Royce UK:RR-0.47%   that could benefit from an acceleration in global growth.

When women face confrontation in the workplace, they tend to suppress their feelings, stew, and create more problems for themselves, That’s why women would benefit and gain greater respect at work if they learned to push back in real time, according to Joan Kuhl, a gender strategist and author of “Dig Your Heels In,” a how-to guide for women about standing up for change in the workplace

Know Your Value founder Mika Brzezinski recently interviewed Kuhl about why women struggle with speaking up in real time.

“I point the finger at bias,” said Kuhl. “I do think that society’s perception of how we’re supposed to behave, how we’re not supposed to behave — it’s there.”

“Knowing your value and being able to articulate who you are...It puts you in the position to influence,” said Kuhl. “...If you believe you have a role in a conflict or missed opportunity, that gives you the ability to strengthen your endurance to go back in there and do something about it. Not let it fester.”

However, women struggle internally to speak when the moment calls for it, said Kuhl.

“Impostor syndrome. People who are confident and high-achieving they still suffer from it, men or women,” Kuhl said. “But the consequences for women are worse.”

Women often feel silenced when men interrupt them, or if there is an aggressive person in a meeting, Kuhl said. Sometimes, a solution can come in the form of small gestures, like facial expressions.

“Here’s one of the things I struggled with,” Kuhl recalled. “When someone is talking in a meeting and I want them to shut up — the aggressor in the meeting — I [used to] nod and smile. That encourages them to keep talking. And I actually don’t agree with what they’re saying, so I’ve had to practice into the mirror being neutral, and that will halt someone in their sentence.”

So what do you do if you miss the moment to speak up? Kuhl said it’s never too late.

“Women regret not taking the moment. They go into a meeting, they were prepared, but somebody kept interrupting them,” Kuhl said. “Don’t let it fall away from there. Send an email and follow up. Get back in front of them. Go into their office, knock on the door and say ‘I had a really important point to make, and I’m a leader here too. I want to make sure that my perspective is on the table.’”

Brzezinski said that some women tend to retreat and gossip about what happened, rather than stand up for themselves.

“If you don’t push back in real time, in the moment, you go to talk to a lot of other people about it,” Brzezinski said. “It’s so destructive. Even worse, you’re trying to rally support for your feelings that were hurt instead of dealing with the issue.”

Kuhl argued that such an approach only decreases womens’ power and makes them into victims. Instead, women should own their power and speak up while keeping the overall business in mind. Management will have to be receptive.

“One thing I recommend to women is alignment with the business case,” Kuhl said. “The reason why we’re trying to give our input is because we believe we’ll make the business better. That’s what gender equality is doing. It’s not ‘she wins, he loses.’ We’re saying that we can unlock more innovation if you understand our perspective, our point of view.”

Bionic jellyfish? Yes, and they are here to help - Reuters

WASHINGTON (Reuters) - It may sound more like science fiction than science fact, but researchers have created bionic jellyfish by embedding microelectronics into these ubiquitous marine invertebrates with hopes to deploy them to monitor and explore the world’s oceans.

A small prosthetic enabled the jellyfish to swim three times faster and more efficiently without causing any apparent stress to the animals, which have no brain, central nervous system or pain receptors, the researchers said.

The next steps will be to test ways to control where the jellyfish go and develop tiny sensors that could perform long-term measurements of ocean conditions such as temperature, salinity, acidity, oxygen levels, nutrients and microbial communities. They even envision installing miniscule cameras.

“It’s very sci-fi futuristic,” said Stanford University bioengineer Nicole Xu, co-author of the research published this week in the journal Science Advances. “We could send these bionic jellyfish to different areas of the ocean to monitor signs of climate change or observe natural phenomena.”

An initial goal will be deep dives because measurements at great depths are a major gap in our understanding of the oceans, added California Institute of Technology mechanical engineering professor John Dabiri, the study’s other co-author.

“Basically, we’d release the bionic jellyfish at the surface, have it swim down to increasing depths, and see just how far we can get it to go down into the ocean and still make it back to the surface with data,” Dabiri added.

The study involved a common type of jellyfish called moon jellyfish, with a diameter of 4-8 inches (10-20 cm).

Jellyfish propel themselves through the water by contracting their muscles to collapse their umbrella-shaped body, and then relaxing. The prosthetic - basically a chip, battery and electrodes that stimulate the muscle - causes the jellyfish to pulse their bodies more frequently, akin to how a pacemaker regulates heart rate. The prosthetic is eight-tenths of an inch (2 cm) in diameter.

Jellyfish are known to secrete mucus when stressed. No such reaction occurred during the research and the animals swam normally after the prosthetic was removed, the researchers said.

“Care is taken not to harm the jellyfish,” Dabiri said.

There are many existing technologies to study the ocean near the surface including satellites and robotic sailboats called saildrones, Dabiri said.

But knowledge of the ocean declines at depths greater than about 65 feet (20 meters), where researchers must rely either on instruments deployed from ships - costly to operate - or use smaller underwater vehicles typically limited to day-long operation due to energy-storage limitations, Dabiri added.

“Jellyfish have existed for over 500 million years, and over that time, their body structure has remained largely unchanged, so it’s interesting to figure out what makes them so special and how we can learn from them,” Xu said.

“Because we use animals with natural swimming motions, the hope is that they won’t disturb the environment in the same way that a submarine might, so we can expand the types of environments we can monitor,” she added.

The measure passed in a 228-175 vote, with GOP proponents of the measure arguing Congress needs to reclaim its constitutional powers.

“Under Article II of the Constitution, the President ALWAYS has the legal authority and moral obligation to respond to attacks and imminent threats. Khanna’s bill worked to make that clear by referencing the War Powers Resolution,” Davidson told The Hill.

Hollingsworth focused on the funding aspect.

“Funding our military operations is an essential Constitutional duty reserved only for Congress," he said in a statement. "Our Commander in Chief should be able to take isolated and decisive action to keep Americans and service members safe, as President Trump has, but only Congress can declare and fund a war."

A spokeswoman for Massie added that the Kentucky Republican “supports President Trump, and his vote today was not about the president.”

“Our Founding Fathers believed that Congress—not the President—should possess this power," the spokeswoman stated. "Congressman Massie opposes any military action against Iran without a congressional declaration of war.”

Meanwhile, three Democratic lawmakers — Reps. The lawmakers' offices did not immediately respond to requests for comment.

The House passed a second Iran-related measure, one that would repeal the 2002 authorization for the use of military force (AUMF).

GOP lawmakers who voted in favor of the measure argued the AUMF is outdated and needs to be overhauled.

"It’s past time to start practicing some AUMF hygiene by taking outdated authorizations off the books," Gallagher said in a statement. "The 2002 AUMF is no longer relevant and its repeal should have no material impact on ongoing operations in the Middle East."

“But let me clear: the conversation shouldn’t end today. We in Congress should continue to debate other existing AUMFs and the War Powers Resolution more broadly in order to reclaim this institution’s most important constitutional authority,” he added.

Gaetz, a staunch Trump ally, argued the U.S. needs to take steps to end its involvement in “forever wars.”

“I come to vote my heart. Instead of sending our soldiers to blood-stained sands of the Middle East, let's care for veterans here at home,” he said on the floor. “Instead of ill-fated adventurism, let's put America first. The best time to vote against the Iraq War was 2002. The second best is today."

A number of Republicans took issue with Democrats using an unrelated bill to pass the measures, preventing the GOP from having the opportunity to attempt to alter the bill at the eleventh hour on the floor.

“I was not in Congress when the current AUMFs were passed. I have supported past measures repealing the 2001 and 2002 AUMFs, which also gave Congress time to replace them,” Cooper said in a statement. “This is the most complex region in the world and repealing a law without a replacement strategy is no way to keep our troops or America safe.”
