Haircuts, nail appointments, and tattoos aren’t the only things returning to New Jersey later this month as the state takes its next steps toward reopening from coronavirus lockdown orders.
Gov. Phil Murphy on Friday unveiled a number of other personal-care businesses that may also operate again in the state starting June 22, alongside hair salons, barbershops, and tattoo parlors.
The list now includes cosmetology shops, day spas — though not including saunas, steam rooms, or shared bathing facilities — massage parlors, tanning salons, braiding shops electrology facilities and medical spas that solely perform elective and cosmetic medical procedures.
All will have restrictions. Murphy said the state Division of Consumer Affairs will release safety standards and protocols these businesses must abide by.
That will include services by appointment only, prescreening and temperature checks for staff and customers, and employees staying at leas 6 feet from patrons unless they are separated by physical barriers.
Murphy also said everyone inside a personal-care business must wear a face covering at all times unless a client is receiving a service that requires them to remove it.
“Should that happen, staff providing services must not only wear a mask, but also utilize a face shield, goggles, or table shield to provide additional protection,” the governor said said during his daily coronavirus briefing in Trenton.
Salons have been closed since March 19, when Murphy was rolling out sweeping statewide lockdown orders to fight COVID-19 in New Jersey, the state with the second-most deaths and cases among American states.
But with the Garden State’s coronavirus numbers dropping and the state’s economy struggling, the governor have been slowly easing those restrictions in recent weeks.
New Jersey’s second stage of reopening officially starts Monday — when outdoor dining will be permitted and nonessential businesses can welcome customers back inside, at 50% capacity. Plus, child daycare centers may reopen.
“The past two weeks have seen these trends sustained — and sustained statewide — and that’s why we’ve remained confident over this time that we can safely move into Stage 2 on Monday," Murphy said Friday.
In addition to salons, pools and outdoor, non-contact organized sports can return June 22. And youth day camps can operate beginning July 6. All will have restrictions.
Gyms, libraries, museums, and some government offices — such as motor vehicle services — are also expected to reopen during the stage, though there is not timeline yet for those.
Murphy has already allowed parks, beaches, boardwalks, and lakes in New Jersey to reopen.

The governor has not outlined specific benchmarks the state has reached as he gradually lifts his lockdown restrictions. Instead, he has pointed to an overall drop in the number of new cases, deaths, and hospitalizations, as well as a steady decrease in the virus’ rate of reproduction.
Murphy has also noted that New Jersey has ramped up testing and is expanding contact tracers that will allow officials to more easily track and snuff out any coronavirus spikes.
New Jersey, a densely populated state of 9 million residents, has reported 12,489 known deaths attributed to COVID-19, with 166,164 known cases, since the outbreak here started March 4. Only New York has more deaths and cases among U.S. states.
State officials on Tuesday reported 48 new deaths and 495 new cases in New Jersey.
More than 1.2 million New Jersey residents have filed for unemployment since aggressive social distancing started in mid-March, causing the state’s unemployment rate to surge to 15.3%, though the number of new claims has fallen in recent weeks.
