Trump’s campaign manager wants a recount in Wisconsin. Here’s how it would work. - The New York Times

MADISON, Wis. — President Trump’s campaign manager Bill Stepien said he would “immediately” request a recount in Wisconsin, where former Vice President Joseph R. Biden Jr. leads by about 20,000 votes, though it will likely be up to two weeks before he is able to make such a request.

Wisconsin law allows for a recount if the margin of victory is 1 percent or less once all of the state’s 72 counties have reported results to the Wisconsin Elections Commission. But the request must be made during the window between when the last of the state’s 72 counties has submitted its results to the state elections commission and 5 p.m. Central time the next business day.

In Wisconsin, elections are conducted at the municipal level. The state’s 1,850 cities, villages and towns have until 4 p.m. Central time on Wednesday to deliver their results to county elections officials, who have until Nov. 17 to report those results to the state commission, though they may do so before then.

The Trump campaign would have to pay for a statewide recount, which is expected to cost about $3 million, unless the margin between Mr. Biden and Mr. Trump is less than one quarter of one percent.

Mr. Stepien on Wednesday said “there have been reports of irregularities in several Wisconsin counties which raise serious doubts about the validity of the results,” though he did not elaborate.

Megan Wolfe, the state’s top elections administrator, said Wednesday morning that the election had run smoothly. Any delays in reporting results, she said, were a normal part of the process.

“Its insulting to our local elections officials to say that yesterday’s election was anything but an incredible success that was the result of years of preparation,” Ms. Wolfe said.

After Mr. Trump won Wisconsin in 2016 by less than 23,000 votes, the state conducted a statewide recount at the request of Jill Stein, the Green Party candidate. That recount added 131 votes to Mr. Trump’s margin of victory.
