President Joe Biden plans to sign 10 executive orders Thursday aimed at improving the government’s response to the Covid-19 pandemic, the administration has confirmed to reporters, jump-starting the president’s ambitious plan to bring the current surge of cases under control and administer 100 million vaccinations in his first 100 days.

Biden will “direct agencies to exercise the Defense Production Act,” White House Communications Director Kate Bedingfield told CNN, in order to ramp up production of essential supplies like N95 masks and other personal protective equipment, testing kits and syringes for vaccinations.
He will create a pandemic testing board to increase testing capacity and a Covid-19 Health Equity Task Force to fix imbalances in the populations who are getting vaccinated.
An executive order will mandate face masks on interstate public transportation like airplanes and trains.
Biden will increase state funding for the National Guard and Federal Emergency Management Agency (FEMA), including having FEMA reimburse schools for coronavirus-related expenses like cleaning and PPE.
Biden will also use FEMA to establish federal community vaccination sites across the country within the next 30 days.
Biden will direct federal agencies to establish a strategy for safely reopening schools, and will direct the Occupational Safety and Health Administration to take stricter action around enforcing workplace safety guidelines.

The incoming administration will face a challenge in taking over the vaccination effort from the Trump administration, whose rollout of the vaccine was slower than anticipated. “The cooperation or lack of cooperation from the Trump administration has been an impediment,” Zients said Wednesday. Biden administration sources told CNN the new White House is starting from “square one,” as the Trump administration reportedly had “no coronavirus vaccine distribution plan to speak of.” “We are going to have to build everything from scratch,” one source said.
