Mohammed Khalid wants to convert 6 Limefield, in Preston New Road, Wensley Fold, Blackburn.

He has told planners the premised will otherwise fall into disrepair.

A supporting statement with Mr Khalid's planning application to Blackburn with Darwen Council says: "The site is situated on Preston New Road, a busy thoroughfare and gateway leading into and out of Blackburn (A666).

"The property lies within a terrace residential/retail parade in close proximity to other retail uses either opposite or adjacent.

"The subject property is situated in the middle of a terraced block with the current café unit confined to the ground floor with a separate ancillary storage to the upper floor and preparation area to the lower ground floor which is not subject to this application.

"The current property we are led to believe is a cafe, possibly a bakery type concept, but unfortunately due to the current economic climate the use has ceased.

"Our intention is to convert this property to a hot food takeaway which is less casual than a restaurant.

"Our intention is to propose a change of use of the ground floor to bring vitality to the area and detract from a vacant premise which ultimately, would fall into disrepair.

"The proposal entails no additional spaces for expansion as the proposals are contained within the existing fabric of the building, but a fresh approach is sought to bring the property to a more contemporary look from the outside.

"We believe that the development will have minimal effect to the street scene.

"The proposal includes addition of a new external staircase to the rear.

"The ground floor shop area is positioned as such that it faces the main road and access will be straightforward.

"The premise is deep and spatial whereby the customers will be confined to the front of the premises. The first floor will remain unchanged.

"We believe that this development will enhance local character and is in keeping with the area."
