Outdoor Dining, Camping, Tattoos, Haircuts And Picnics With Friends: Here's What's Allowed Starting May 29 - Block Club Chicago

CHICAGO — Starting May 29, the state is on track to enter Phase 3 of Gov. JB Pritzker’s “Restore Illinois” plan. So, what does that mean for your very lackluster social life?

It means you can hang out with nine friends, go camping, have a picnic, get your haircut, get a massage, get a tattoo — as long as you’re in groups of 10 or less, wear a mask and wash your hands a lot. And, of course, as long as you’re not sick.

Pritzker went into more detail about the next phase during a Wednesday news conference, where he also made a surprise announcement that bars and restaurants can now open for outdoor seating in Phase 3.

The news comes as the state dipped below 4,000 COVID-19 hospitalizations for the first time since officials began tracking that, said Dr. Ngozi Ezike, head of the Illinois Department of Public Health.

“We are by no means out of the woods, but directionally, things are getting better. And because of these advances, we are able to make some modifications to allow more activity during Phase 3 of our reopening plan, Restore Illinois,” Pritzker said. “Our mission has always been to get people back to work, get students back to school and return to as much normalcy as possible without jeopardizing the health and safety of Illinoisans.”

The state’s Department of Public Health will issue formal guidance to various industries in the coming days, Pritzker’s office said.

But for now, here is what you need to know:

Bars and Restaurants

  • Bars and restaurants can serve customers, but only outside
  • Tables must be 6 feet apart
  • Servers must wear masks
  • Cities and towns are being asked to work with business owners to allow for more open seating
  • Seating could be expanded into bike lanes, bus lanes and other spots outdoors to help restaurants reopen if city officials agree
  • Local governments can delay the opening of such establishments at their discretion, and businesses can do the same

Outdoor Activities

  • All state parks will reopen May 29, as will concession facilities
  • Indoor and outdoor tennis facilities can open with state-approved safety precautions and capacity limits
  • Golf courses can allow foursomes out on the same tee times
  • Golf carts can again be used, but only by one person at a time or by members of the same household
  • Boating or camping with up to 10 people will be permitted
  • More guidance will be issued in the coming days regarding driving ranges, outdoor shooting ranges and paintball courses

Health Clubs, Retail and Personal Care Services

  • Health clubs, gyms and fitness studios can provide one-on-one personal training in indoor facilities and outdoor fitness classes of up to 10 people
  • Nail salons, tattoo shops, hair braiders, spas and barbershops can open with state-approved safety precautions and capacity limits
  • All retail stores can open with state-approved safety precautions and capacity limits
